This is one of 2 radar towers near each other that track air traffic around Brussels (Zaventem) airport. The other smaller one seems to be under maintenance as the rotating assembly was absent for a while, now it's mounted again but not rotating yet. The largest tower is obviously the more photogenic, some architect went wild designing an original building around it that AFAIK is unmanned most of the time.
