Establishing printing rules

Hello.
In my office there is a public computer with WinXp and many user accounts on it and a public CanonMF3110 printer attached to it.
Now, I want to establish some limits or rules for printing. Like, for ex&le I want my printer to be able to print only 10 pages a day. It is just an ex&le. Or 10 pages per hour. If I understand right it could be done through some kind of virtual print server software. Does anyone know such type of software?
Any suggestions are deeply appreciated.
