Safety MF; Canon A650

I'm getting too many out-of-focus shots.... it's really less than about 3% but that's still too many. I'm very reluctant to use the 'AF assist beam' as many of my shots are candid. I generally use center frame: small window autofocus in my normally-used Av mode but am strongly considering going to manual focus. The owners manual gives a very quick way of activating MF; see page 98. However, I do not understand the role of the 'Safety MF; On/Off' function in the Menu. Can someone elaborate this feature for me beyond the explanation that is in the owners manual. Admittedly, I have not tested this but I get very different settings on the MF distance bar when the 'Safety MF' is On as opposed to when it's Off.
