In simple terms yes. One element with one aspherical surface is more expensive to manufacture than a non-aspherical element made from higher refractive index glass.
However, a classic Gauss type lens using 6 high lead content elements (high refractive indices) will be more expensive than a five element lens with more prosaic glass even though one surface is aspherical.
The point of this discussion as I understand it is the change in character of Leica lenses with the use of aspheric lenses.
