I'm not sure I understand that. Does it mean that if a new agency posts news on Facebook, (without Facebook's request) that FB would have to pay them anyhow? If so, I understand Facebook's stance. It's like when the bum washes your window without your having asked, then acts like he is owed a dollar.
Help me understand it please!
Canada does not block the news.
Your example of the bum washing your car window is not at all what is happening. The news agency does not post news on Facebook, Facebook rovers pick news of interest to their local audience and posts them, without compensating the source of the news article.
What is happening is that a news organization has journalists that they pay to research a subject and write an article. Traditionnaly, the newspaper or radio or tv station made money selling ads. But since the internet came about, in practice, mostly Google and Meta, but also some others, will pick up news from traditionnal media and then make money selling ads, which they can display to people reading the news. Now, advertizers would rather pay for ads which are displayed by Google and Meta, which are cheaper because of the volume. Advertisers no longer pay the news organisations who do write the article. That caused many news organizations to go bankrupt, and in turn there are fewer independent sources of news.
Canada and Autralia are asking Google and Meta to compensate news organizations for access of the news written by the news organizations to compensate, but in retaliation, Meta in particular is suspending publication of news from Canadian sources. Google is still negotiatiating to see what kind of compensation is fair, but would love not having to bother.
Canadian governments and some other Canadian organizations have decided to no longer advertize on web organizations that do not want to pay. Many countries would like to do like Australia and Canada.
But only Google/Meta can decide to block the news
