Removing artifacts from a jpeg

I have pictureproject & a trial version of capture nx. With a jpeg image can either of these programs eliminate or recolor a small portion of the image? In fact which program has the most functionality with jpeg images? I'm using a d40 with 18-200 vr.
 
Hello Jim,

I would recommend Capture NX - this is the prg. I am using as well - and you can not compare this with pictureproject ... it would be the same to compare "Dahatsui" cars - against "Cadilac" .
